The firm’s primary services are traffic operations / management center staffing, support, and management, as well as roadway service patrol staffing, support, and management (with Traffic Incident Management (TIM) consulting as a secondary service).

GFMS seeks an experienced Traffic Operations professional to potentially serve in a TMC management position in the Tampa, Florida area. We seek a highly motivated mid-level to senior level Traffic/Transportation Operations manager who wants to join an exciting team of transportation professionals in the GF Transportation Operations Practice (TOPS).

Position Duties (include, but not limited too)

  • A Gannett Fleming Management Services, GFMS TMC Manager is a contracted position and directs the daily operations activities of the TMC in accordance with a Policies and Procedures Manual (PPM) and a Concept of Operations (COO), our client’s protocols and policies and is responsible for the overall operations and functionality of the Regional TMC.
  • Ensures that TMC operations are conducted in accordance with the PPM, COO, state and/or local policies and industry standards.
  • Leads and manages contract on-site staff to include supervisors and operators. Conducts performance reviews and in coordination with a GF Project/Program Manager (PM), corrects performance issues, when necessary.
  • Conducts the day-to-day management of the TMC staff and resources including problem resolution concerning TMC operations.
  • Maintains close communication and coordination with other Traffic Operations Managers and ITS Engineers/Technicians.
  • Maintains close communications and coordination with the GFMS Project Manager and TMC Program Manager.
  • Maintains close communication and coordination with the ITS Network Managers, Traffic incident Management (TIM) Coordinators, ITS Maintenance Contractors and Road Ranger service patrol leadership.
  • Attends meetings as directed by the client to ensure appropriate intra and interagency coordination.
  • Participates in periodic Traffic Incident Management (TIM) meetings, Critical Incident Reviews and other TIM activities and ensure appropriate interagency coordination.
  • Responsible to coordinate or assist with the TMC public relations activities such as the TMC marketing efforts & TMC tours and presentations.
  • Prepares monthly reports of personnel performance measures for operators and supervisors.
  • Identifies and reports measures of effectiveness for the TMC in terms of efficiency and effectiveness in providing transportation management, traveler information and incident management. Prepares monthly, quarterly and annual reports on the performance of a traffic system based on these measures of effectiveness specific to the client.
  • Responsible for conducting and maintaining a semi-annual update of a PPM and other required technical documents to conform to the current status of ITS deployments, client ATMS and other software systems, client policy, TMC policy and industry standards.
  • Responsible to ensure that changes in a PPM are documented and communicated efficiently to the Operations Staff.
  • Responsible for the development and modification of training materials and the update of training to conform to updates in the PPM and COO or because of system and employee performance analysis.
  • Responsible for the training of all operators and certification process documentation.
  • Writes or oversees the writing of technical documents for a TMC
  • Ensures full staff coverage of TMC operations as prescribed in a client contract.
  • Identifies and resolves operations control room equipment and resource problems concerning TMC operations.
  • Performs all other tasks assigned by a client in coordination with TMC operations.
  • This position is a Gannett Fleming employee and as such reports to a GF Project/Program Manager for Administrative/corporate issues and coordinates Operational questions and issues as necessary or directed.

Job Requirements

  • This position requires a minimum of five (5) years of ITS supervisory/management experience in a 24/7/365 facility/environment consistent with a DOT control room and Traffic Management Center. 
  • Bachelor's degree from an accredited College or University in Business Administration, Civil Engineering, related transportation field, Public Safety or directly relative experience in a TMC or similar environment
  • Minimum of three (3) years of ITS supervisory/management experience in a Traffic Management Center 24/7/365 facility/environment
  • Skilled in the use of Advanced Traffic Management Systems (ATMS) applications
  • Demonstrated knowledge of general ITS and traffic operations principles, including traffic incident management.
  • Experience with Managed Lanes, Toll Operations, Signal Timing and Arterial Support
  • Demonstrated skills in leadership and interpersonal relationships.
  • Demonstrated knowledge of key management concepts.
  • Experience in the hiring process, including interviewing potential employees.
  • Ability and willingness to work alternate work schedules and be on-call 24 hours/day.
  • Demonstrated ability to work with others in both a supervisory, subordinate and collegial relationship.
  • Skilled in report writing, technical writing, management team presentations, spreadsheet analysis, and interoffice communication
  • Ability to be calm and effective under pressure and in a variety of work conditions
  • Ability to coordinate real time activities and initiate immediate priorities, for self and support staff
  • Ability and willingness to work alternate work schedules and be on-call 24 hours/day
  • Skilled in standard software applications such as Microsoft Office (Word, Excel, Power Point, Access, Outlook)
  • Demonstrated ability to communicate complex issues in plain language verbally and in writing.
  • Demonstrated ability to write technical reports, manuals and correspondence.
  • Demonstrated ability to coordinate real time activities and priorities.
  • Candidate ability to pass Drug Screening and Background Check as required by contract.
