What You Will Do

In anticipation of a future need, Gannett Fleming, Inc. seeks an experienced Traffic Operations/Public Safety professional with extensive personnel management skills to serve in a regional operations position based in the Des Moines, Iowa area. We seek a highly motivated mid-level, experienced professional who wants to join an exciting team in the GF Transportation Operations (TOPS) Practice. 

Scope of Work:

This position will be a direct report to the National GF Sr. TOPS Program Manager. This position will be the day to day working point of contact for collaboration with all levels of IDOT management staff for cohesive and efficient statewide operations.

The responsibilities of this position include, but are not limited to: 

  • Acts as the primary point of contact, on-site, for the client agency 
  • Responsible for the organizational management and direct supervision of the Traffic Management Center Floor Operations staff in a 24/7 environment
  • Managing the TMC Services budget, to include labor, direct costs and unplanned expenses 
  • Administrative functions, including: invoice reviews/approvals and processing, shift scheduling, liaising with corporate management, staff recruitment, training, payroll processing, personnel performance reviews, and conflict resolution 
  • Providing overall direction to Control Room Operations and ensuring that all mission critical logistics, manning, and equipment is provided and maintained 
  • Complete and maintain routine personnel performance assessments 
  • Maintain 24/7 awareness of the control room’s equipment status, coordinating service failures with field maintenance and information technology staff to ensure maximum system availability 
  • Coordination with Iowa Help Program Vendor on activities and necessary actions 
  • Coordinate with client on citizen issues related to complaints, inquiries, and public information requests 
  • Share (or assume) responsibilities with (for) the client for TMC public relations activities such as: TMC public outreach efforts, facility tours, presentations, and participate in Traffic Incident Management (TIM) team meetings 
  • Routinely report to client and company stakeholders on the operation’s efficiency and effectiveness in providing regional traffic management, traveler information, incident management, traffic signal operations, and active vehicle detection systems. Prepare regular reports on the performance of the system based on pre-determined measures of effectiveness 
  • Assist in maintaining sound freeway operations by: guiding essential control room operation decisions, developing special event response plans, participating in post-incident analysis exercises, and by ensuring that staff resources are being tasked in an impactful manner 
  • Responsible for the comprehensive training and auditing of the operations staff 
  • Lead contract staff meetings, as required 
  • Participate in meetings, seminars, conferences, and committees as appropriate and assigned 
  • Write and maintain technical documents, including but not limited to: the TMC Operations Manual/Standard Operations Procedures, training programs, and TMC website content 
  • Serve, eventually, as a subject matter expert for the client and corporation on TMC control room operations, freeway incident management, operations statistical analysis, and field maintenance practices 

This position is contingent upon award of contract


Minimum Qualifications:

  • 10+ years of experience to include 3+ years of experience in a supervisory role, in a transportation, public safety, or commercial operations environment 
  • General knowledge of Intelligent Transportation Systems (ITS) and traffic engineering principles and standards or willingness to learn 
  • Skilled in the use of Advanced Traffic Management Systems (ATMS) applications and reporting software packages 
  • Skilled in report writing, technical writing, management team presentations, spreadsheet analysis, and interoffice communication 
  • Ability to coordinate real time activities and initiate immediate priorities, for self and support staff 
  • Ability and willingness to work alternate work schedules and be on-call 24 hours/day 
  • Skilled in standard software applications such as Microsoft Office (Word, Excel, Power Point, Access, Outlook) 
  • Due to the nature of this work, qualified applicants who are offered a position must pass a pre-employment substance abuse test 
  • Must possess a valid driver’s license

Preferred Qualifications:

  • Bachelor’s degree from an accredited college or university in Business Administration, Criminal Justice, Civil Engineering or related management field
  • Radio and phone communications experience
  • Geographic familiarity with Iowa regional arterial and interstate road network
  • Minimum of 5-years working in the field of transportation operations, preferably in a Traffic Management/Operations Center environment
  • Experienced in and/or knowledgeable of traffic monitoring and traffic control systems
  • Experienced in traffic incident management (TIM) and active Traffic Management strategies
  • Experienced in supervision and personnel management practices with a diverse employee staff
  • Capable of executing business communications; to include: memos, reports, analysis, etc.
  • Capable of multi-tasking and working in a fast paced environment
  • Competent in all MS Office products
  • Competent in basic use of computer-aided design (CAD) software
  • Technical writing skills to include grammar editing and content flow
  • Beginner project management experience
  • Public speaking and presentation skills
  • Time management experience
  • Ability to travel as needed
